a. Pay-By-Phone data review
i. Quick data recap from Usman: Great sources of data; however more information about the context of the data is needed for citizen and developer use.
ii. Dan shared the Public Garage or Parking Lot open data set.
iii. Heather provided Human Centered Design Seattle Parking Meter Study to share with committee and recent (Sept 17) Seattle Times article.
b. City of Seattle – White House Smart City Initiative with Urban@UW
i. Michael Mattmiller and Bill Howe introduce “MetroLab” project to start in March/April
ii. Sensors being provided by Array of Things
iii. Scope of project will include “consider what we can do with the data collected to improve citizen’s quality of life.
iv. Urban@UW is kicking off a community collaboration on Thursday
v. EGov workstream will be determined after Urban@UW discussion – possible Tech Et Cetera concept
vi. Keen to make sure citizen-perspective (qualitative and contextual) is included alongside quantitative data sets

a) New Framework for IT Capacity Building with emphasis on diversity – Dan M.
b) OneBusAway tool needs further development – Greta.
i) Development on tool has been limited over the past years
ii) Revisiting accuracy of data sources may be required
(1) Request to connect to with Sound Transit, who maintains this data set

a) Open Data Visualization Internship Program to be extended with City of Seattle
i) Bruce confirms Open Data interest for 2016 summer session
ii) Heather confirms that she can promote the program with UW MBA students

2015 Work Plan: Identify digital tools to encourage citizen engagement; Recommend solutions to improve intra-department efficiencies for improved civic engagement; Promote collaborative partnerships across the tech and education sector for citizen and youth engagement.
Our work will align with City of Seattle’s Digital Equity goals, more specifically –
• Goal 2 – Skills Training: Create and deliver educational opportunities for all residents to gain the technology skills necessary to be successful in employment, entrepreneurship and technology leadership, in lifelong learning, in civic engagement, and in the use of essential online services.
• Goal 5 – Build community capacity: Build the capacity and sustainability of digital equity program providers to deliver quality services, to implement best practices and to adapt to emerging technologies.
• Goal 6 – Inclusive engagement and empowerment: Develop digital tools and the use of tools to maximize diverse, inclusive civic engagement, sense of community, and participation in decision making.
